Technical consultation summary

In Labadie, Jones and Cockburn, scampi, often referred to as Nephrops or Norway lobster, is not overfished but is subject to overfishing due to high levels of fishing pressure. Stock abundance in 2025 is estimated to be 1,791 million individuals, well above target levels (MSY BTrigger, 450 million individuals) and therefore is not in an overfished state. Catch in 2024 was 2706 tonnes, almost twice the total catch in 2023 (1442 tonnes). This is equivalent to a harvest rate of 9.8% of the population (by number). This is above the level associated with Maximum Sustainable Yield (FMSY, 6%), it is also above the GFG proxy for Flim (1.4FMSY = 8.4%). Harvest rates have been increasing since 2020 after it dropped from a high of 19.2% in 2019, last years harvest rate (2024) was at 5%. The stock is therefore subject to overfishing and is outside safe fishing limits. Some management measures are in place for Norway lobster in Labadie, Jones and Cockburn. Catch limits don't match the stock area, meaning there is a risk of overfishing, the most recent catches have been above recommended limits. Catches have typically stayed within recommended limits, averaging 49% of the advised levels from 2019 - 2023. However, in 2024, catches were 45% above the advice. All Norway lobster in this are are by trawlers. Trawling for Norway lobster can have an impact on seabed habitats and have a bycatch of vulnerable species. In this area, bycatch of Celtic Sea cod could be of concern.
